On offer are new old stock pieces of the Motorola MC12079D 2.5 GHz Low PowerPrescaler. These were discontinued a while ago (last buy 02/15/02) and are getting hard to find.
Rated at 2.8 GHz, they will typically toggle well beyond 3GHz (datasheet reckons 3.4GHz), which easily includes the 2.4GHz ISM/WiFi and 13cm amateur bands.
These fine parts would be useful on the front end of a frequency meter (like the various PIC/AVR based designs) or for phase locking an SHF VCO. There's an interesting article by Mark Henkel who uses these in his budget microwave spectrum analyser at http://www.arrl.org/qex/Henkel.pdf.
The 8 pin SOIC package is SMD. However SOICs are the first generation after regular DIPs and still quite manageable with a naked eye and steady hand
