This is a phase locked synthesized LO for C band which is approximately 5 GHz.  The loop architecture is offset loop style. However you can bridge this and make it a direct loop.  Some amount of knowledge will be required to bring this unit up to do what you want.  Interface is a parallel one going in through the 25 pin D connector on the right.
